In the year 2003 we presented our technology to the Belgian Army with as goal to get a step further for a possible evaluation by NATO. At the time, the Belgian Army considered the separation of the bullet as “in conflict with the Geneva Convention” and our theology must at first be presented and evaluated by representatives in the Geneva Convention.

At that time the Belgium Army was in full action to push the 5,7x28 mm project with the P90 and the Five-Seven through the NATO trials. To our opinion, it was not wise to push at the complete new 5.7x28 mm calibre when not all possibilities of the 9x19 mm calibre where investigate. Despite our warnings that the 5.7x28 mm calibre was unacceptable for other NATO counties because of political, economical, logistic reasons, there was no interests in the possibilities of the 9x19 mm calibre.

Eventually, our technology is never investigated by the Belgian army.

 

Fragmentation, separation and overkill?
At that time, even mentioning the words "fragmentation and separation of bullets", where already considered as a crime against humanity. There was no objective approach to the real wounding potential of a bullet. While a hollow point bullet which expands to 10 mm was unacceptable, a .45 Full Metal Jacket (11.48 mm) is no problem? What about the fragmentation of the bullets from the standard NATO 5.56x45 mm cartridge? What about the wound cavity from a 5.7 bullet which is only 2/3 of this of a 9 mm bullet?
 
Anyway, we have adapted our technology so that it is more acceptable for the Geneva Convention. The result is our new 9x19 AP 6.3 mm cartridge.

 

Technical identities of the 9x19 AP 6.3 mm cartridge.

 

Impact at bare target.

The VBR 9AP6.3 mm bullet stays in one piece by impact at a bare target. This is a modification that we have done to satisfy critic of the Geneva Convention.

 

The VBR 9AP6.3 mm bullet tumble to 90° and causes a bigger permanent wound cavity then this of a full metal jacket 9 mm bullet. Before they hit us again with the Geneva Convention, be aware that there is a lot of critic on the 9mm FMJ round…Our bullet is an improved lethality.

 Impact at soft body armor

 

The VBR 9AP6.3 mm bullet separates by impact at soft body armor. This is a serious increase of lethality compared to the current small caliber PDW bullets. While there is at the domain of law enforcement use a lot of critic to the lethality of small caliber PDW ammunition, but at the NATO level, there seems to be no problem…? We like to be a little bit ahead. Before NATO will start a new workgroup to investigate the lack on lethality of small calibers bullets, we have already a bullet with an increased lethality.

 

It is not new that when a bullet hits through a bullet proof jacket the lethality is bigger then when the bullet hit the target without a bullet proof jacket. Deformation and even fragmentation by impact at a bullet proof jacket is already a fact by other calibers.

A new and objective evaluation should be started to investigate in how fare our bullet technology is in conflict with the Geneva Convention.

 

Impact at CRISAT and beyound. 

The VBR 9AP6.3 mm bullet penetrates CRISAT body armor and stronger types with his sub-caliber 6.3 mm exposed steel core. These performances are more in the line of other small caliber bullets. The 6.3/001 penetrator has no fragmentation groove. This penetrator stays intact during the penetration of CRISAT body armor and is by this not in conflict with the Geneva Convention.

The technical advantages of the 9x19 mm caliber. Before you know all technical advantages of the 9x19 mm caliber you must first investigate all technical possibilities. Until now the VBR-Belgian technology is in the past ignored in favour of the 5.7x28 mm system!
 
The practical advantages of the 9x19 mm caliber are based on the fact that the 9x19 mm caliber is in use by all NATO members. The whole NATO personal defense system is based on the 9x19 mm caliber. The preservation of the 9x19 mm caliber has the most practical advantages of all possible systems!
 
The financial advantages of the preservation of the 9x19 mm caliber are enormous! No new weapons needed, no new storage for new weapons and ammunition, no new education and training,
 
The economical advantages of the preservation of the 9x19 mm caliber are stability in the firearms industry over whole Europe.
 
The political advantages of the preservation of the 9x19 mm caliber are in the past ignored. It was very naive to assume that the selection of a new caliber has not political consequences. All Ministers of Defense have to give account to there own government and that is politic! The loss of jobs in there own country is politic very sensitive. Every government fight for his own people and own industry. The only caliber which has no political influents is the 9x19 mm caliber because it is everywhere in use!!!!!
 
The strategic advantages of the preservation of the 9x19 mm caliber are also very important certainly at this time when the war on terrorism spreads all over the world. The use of the 9x19 mm caliber has a lot of supply advantages for all nations.
 

The moral advantages of the preservation of the 9x19 mm caliber are based on the fact that a lot of government agencies have reject the small caliber PDW ammunition as general defense ammunition. How can you select a defense caliber if it is not supported by the man in the field! This is moral not acceptable.

Also at the domain of conflict prevention. Selecting a new caliber will start a tsunami of second hand 9 mm weapons over the whole planet with a lot of casualties.
